This study seeks to assess the ability of Palestinian refugees to access the Lebanese court system and analyzes how the launch of a legal aid program by the United Nations Relief and Works Agency (UNRWA), in coordination with the Lebanese non-profit Public Interest and Advocacy Centre Lebanon, has impacted the ability of this refugee community to access the legal system of their host country. Drawing upon field research, discussions with scholars and formal and informal interviews conducted with Palestinian refugees in Lebanon, the findings suggest that many Palestinian refugees cannot afford the cost of legal representation, and the refugees hesitate to use the court system as they strongly associate the Lebanese state and its institutions with corruption and targeted discrimination. Furthermore, the inability of Palestinian lawyers to present cases in Lebanese courts means that Palestinian refugees living in camps must navigate the often unfamiliar terrain of Lebanese cities to secure a Lebanese lawyer. As a result, the refugee community has largely turned to informal mechanisms for settling disputes within the refugee camps- relying on the weak self-governance structures. With the introduction of the UNRWA-PINACLE Legal Aid Program in 2010, Palestinian refugees in Lebanon were provided with free legal representation and legal counseling. While the program has mitigated several obstructions which Palestinian refugees encounter in attempting to present grievances in Lebanese courts, blockages to full access of the Lebanese legal system remain in place. Ultimately, this work offers a multi-layered platform for understanding the status of the Palestinian refugee's ability to access Lebanese courts in context of the emerging civil rights campaign headed by governmental and non-governmental organizations in Lebanon- concluding that the organizations' efforts cannot replace the substantive changes which must occur on the Lebanese state-level.
